Transportation Governance Update
Recommendation
The Transportation Committee recommends to the Capital Regional District Board:
1. That staff continue advancing a stepwise approach to regional transportation governance, including ongoing engagement with local governments, regional partners, and other jurisdictions;
2. That the Board request the Province to work with the Capital Regional District (CRD) to advance the development of legislative changes to enable more integrated regional transportation decision-making, including the integration of the Victoria Regional Transit Commission responsibilities into a fully representative CRD governance model that:
a) Aligns the planning, investment, and delivery of regional multi-modal transportation priorities;
b) Enhances responsiveness and accountability to local governments;
c) Integrates transit with regional transportation priorities; and
d) Enables exploration of broader funding tools and delivery models aligned with implementation of the Regional Transportation Plan.
3. That staff report back in 2027 with recommended governance pathways, including legislative considerations and proposed phasing and mitigation strategies in consultation with regional partners to support implementation.
