Outcomes of Board Initiative 12a-1 to Explore Partnerships to Support 100% Participation in the CRD Arts Function
Recommendation
[At the July 28, 2021 Arts Commission meeting, the staff recommendation (Recommendation A) and three motions arising (Recommendation B) were carried. Staff prepared a supplemental staff report in response to the Arts Commission’s motions arising and recommend withholding a decision on an alternative approval process at this stage (Recommendation C).
All three options are presented below for the Board’s consideration:]
A. Original Staff Recommendation to Arts Commission
The Arts Commission recommends to the Capital Regional District Board:
That the Outcomes of Board Initiative 12a-1 to Explore Partnerships to Support 100% Participation in the CRD Arts Function report be received for information.

B. Motions Arising from Arts Commission
The Arts Commission recommends to the Capital Regional District Board:
1. That staff be directed to prepare amendments to the establishing bylaw to gain full regional participation in the Arts and Culture Support Service, with non-participating electoral areas and municipalities added as Group 2 Participating Areas;

2. That the Board proceed by way of a regional alternative approval process; and
(NWA with 2/3 on region wide AAP)
3. That staff include a report with the removal of the 2-year exit clause and include additional service requisition scenarios that reflect 30% participation for new members and a general increase to the service budget.
